"Who Watches The Watchers?" is an amazingly good example for why the Federation does not want to interfere.
"Homeward" is another excellent, yet controversial episode that deals with this topic. And, honesty, it does show us, why even in the case of emergence and the loss of life non-interference is absolutely imperative.

		In any case the crew of a starship would litterally come down from the sky on a civilisation that has not yet really dealt with the existence of other and further developed species.
First contacts with other species are something that is done "by force". You go there and say: "Here we are!"
A society (planet) that is not yet prepared for such facts should best be left alone.
Let's just say that Cortez went to Latin America just for humanitarian reasons. The indiginous peoples there would despite have thought of him and every other European as a deity in the first place. And then the harm would have already be done and become probably irreversible.
China/Europa is not an andequate comparison, because those were "soft" and very, very slow contacts between members of the same species. And neither would the Chinese have come to think of Europe as the land of their gods, nor vice versa.
